CANY Statement in Response to Gov. Hochul’s State of the State Priorities

ALBANY, NY – The following statement can be attributed to Jennifer Scaife, Executive Director of the Correctional Association of New York (CANY) in response to Gov. Hochul’s State of the State priority book, in which she committed to enacting CANY’s proposals to expand educational opportunities in state prisons as well as access to transitional housing:

“Governor Hochul’s State of the State priorities underscore the continued need for criminal justice reforms, and we commend her for highlighting key initiatives that build on recent progress. Notably, we support the Governor’s proposed expansion of educational opportunities for incarcerated individuals and greater access to transitional housing—two recommendations CANY presented last year to the Hochul administration to improve public safety and opportunities for justice-involved people. As the new legislative session begins, investing in enhanced prison oversight, including for juvenile facilities, is essential for greater transparency and improved conditions for everyone working and residing in state facilities. We look forward to collaborating with the Governor and legislative leaders to turn these priorities into impactful policies, advancing a more just New York in 2024 and beyond.”

CANY, under §146, of New York’s Correction Law, is charged with visiting and examining the state's correctional facilities to identify and report on prison conditions, the treatment of incarcerated individuals, and the administration of policy promulgated by the executive and legislature. Founded in 1844 by concerned citizens of the state and deputized by the state to provide monitoring and oversight of the state’s prisons in 1846, CANY is one of the first organizations in the country prescribed to administer civilian oversight of prisons.
